Employees hired years ago are showing up as Otherwise Excludable employees or with participation dates in the future.
Make sure that hours are entered for prior years on the Employees|Compensation|Comp Hist if the Assume 0 Hours means Zero Hours box is marked on Plans|Provisions|Eligibility.
